Teachers report increased anxiety and decreased participation and attendance from students who are either immigrants or children of immigrants, with some high school teachers in Pennsylvania and Virginia noting that students stopped showing up in the spring, fearful of arrest on campus. The legal challenge also extends to houses of worship, as church leaders describe similar drops in attendance due to fear. The plaintiffs argue that Trump's decision to rescind the sensitive-locations memo violates the Administrative Procedure Act and, in the case of churches, infringes upon First Amendment rights by making parishioners too fearful to attend services.
