“ICE Is Sending a Chill Through the Construction Industry”

U.S. Immigration and Customs Enforcement (ICE) agents have increasingly conducted raids at construction sites across the country to detain and deport undocumented immigrants, exacerbating an already acute labor shortage in the construction industry. According to a survey by the Associated General Contractors of America conducted over the summer, 92% of construction firms struggle to fill positions, and 28% of surveyed firms reported being directly affected by immigration enforcement actions in the past six months. The construction workforce relies heavily on immigrant labor, with approximately 34% of all construction workers being immigrants, and in specific trades such as drywall installation and plastering, immigrants comprise over 60% of the workforce.

The immigration enforcement actions are causing unease among both documented and undocumented workers, slowing construction project timelines and driving up costs. The home-building industry is particularly affected, with an ongoing labor shortage costing approximately $11 billion annually according to the Home Building Institute. Some industry groups, such as the Hispanic Construction Council, have advocated for legislative solutions, including bipartisan proposals like the Dignity Act of 2025, which would create pathways for undocumented immigrants to obtain legal status through background checks and tax compliance.
