Facing a Weakening Economy, Trump Changes His Tune on Policies That ‘Frighten’ Foreigners

However, this change appears driven purely by economic necessity rather than any fundamental policy shift, as his administration continues harsh enforcement actions while simultaneously trying to reassure foreign companies about bringing their expertise to the United States.
