On Friday, November 21, 2025, a federal judge blocked the Internal Revenue Service (IRS) from sharing data with immigration enforcement officials, ruling that the tax agency violated federal law and the rights of tens of thousands of individuals in its attempt to participate in President Donald Trump's mass deportation campaign. Judge Colleen Kollar-Kotelly of the U.S. District Court of the District of Columbia found that the IRS's agreement to provide ICE with requested taxpayer addresses violated the Administrative Procedure Act on how agencies propose and enact regulations. The judge called the sharing "unlawful conduct" that broke procedural and tax law, finding that the IRS failed to recognize it was departing from its prior policy of strict confidentiality and failed to provide a reasoned explanation for the new policy.

The plaintiffs had argued that by sharing taxpayer data with ICE, immigrants were disincentivized to pay taxes, fearing harassment or deportation, and the judge backed plaintiffs' claim that immigrants "face an imminent risk that the confidential address information they have provided to the IRS will be impermissibly used by ICE for civil immigration enforcement." According to documents revealed in the case, ICE initially sought information on more than 7 million IRS taxpayers, then settled on 1.28 million "immigrant taxpayers" who were allegedly being investigated for the criminal offense of remaining in the U.S. 90 days after being ordered deported.
