Federal Immigration Crackdown Slowing Texas Job Growth

The federal immigration crackdown is contributing to weak Texas job growth, according to recent Texas Business Outlook Surveys conducted by the Federal Reserve Bank of Dallas. The survey findings indicate that federal policy changes on immigration will negatively impact approximately one in five Texas businesses this year when it comes to hiring and retaining foreign-born workers. Among surveyed firms, 13 percent reported already experiencing a negative impact from policy changes, with about 20 percent of Texas businesses expected to face difficulties in hiring and retaining foreign-born workers throughout the year. 

Madeline Zavodny, an economics professor at the University of North Florida and one of the report's authors, noted that there is significant fear among the migrant community, especially among those without legal status, with migrants being afraid to go shopping, take their kids to school, attend church, and most importantly, go to work. The report found that 40% of businesses reported their migrant employees missed work out of fear of immigration enforcement. The policy changes include the ending of temporary protective programs, which is putting immigrants who had humanitarian protections into undocumented status and revoking their work permits, affecting millions of workers who had received work authorization between 2021 and early 2025.
